So a "new" editor pops up and... surprise, happens to be a decent writer. Actually contributing content.

So what's the problem? Well, for one thing they were called out with some pretty good evidence but still lied about who they were.

Also they're being accused of socking (not sure if I believe that or not).

So, what say you? If a sock, then whose sock?

And will Wikipedia ever come up with a progressive policy towards paid editors?

It's not someone we're familiar with on WR, so we'll probably never find out. Nobody connected with this site would have used nearly 30 separate revisions to "polish" that article - anybody here would have known that you have to do it in one revision, two at the most. If "LarEvee" had done that, nobody would have noticed a thing, and he'd be free and clear.
