This article is somewhat misleading; apparently Jimbo is on the list of 50 who do matter, though he has to share the #23 spot with Digg.com's Kevin Rose. Meanwhile, the list of 10 who don't matter is headed by Steve Ballmer, probably because nobody actually likes Ballmer.
