He resigned his admin tools and retired but I guess he decided to come back. He's not currently an admin, though.
He thought he was going to retire permanently but decided against it. His userpage should be removed from the category Administrators open to recall, however.

The info has been updated, and from it I imagine that he/she might be useful if he/she agreed to the initiative described elsewhere about a mass semi-protection of BLP articles. Since you seem to know his/her motivations, Anonymous, may be you or someone else who does can ask him/her?
