Cirt was Smee (see a previous thread here), who changed his account for 'security reasons', which is always a useful excuse when you want to get away from the fact that you've been blocked seven times for 3RR. Cirt is another run of the mill long-term POV-pusher who has learned to play the game very, very well. You can also check out his RfA for evidence of that
