UTRS, You can't spell rust without UTRS! Options

I don't know where this came from, but I noticed a few requests for access popping on on my watchlist and got curious. UTRS is apparently the "Unblock Ticket Request System".

I can't keep track of the OTRS and BVRS and other AQTC MMLS but it looks like this page makes the toolserver send some kind of singing checkusergram to a private mailing list. Does not appear to be documented anywhere on WP.

The interesting thing about this is Wikipedia is imitating every("2010, the average age of an MP was 50") other("House of Lords average age .. currently 67 years" [2000])("House of Lords .. our average age is 69" [2011]) ogliarchy("The average age of members of both houses of Congress at the beginning of the 111th Congress was 58.2 years; of members of the House, 57.2 years; and of Senators, 63.1 years") that's gone before it in gradually becoming a geritocracy in their moving just about everything important in their politics off Wikipedia to secret email lists:

It's totally unethical for them to be hiding administrator discussions when policy is meant to be that they are kept on wikipedia and wikipedia talk pages for transparency:

.. it's an abberation, but they get away with it because they stay away from the limelight and most people on Wikipedia have no idea the lists even exist

And any discussion about changing things - or the chance of anyone actually enforcing their own rules that are already supposed to stop the slip into off-wiki cabals - would be like asking aging chickens to vote on including foxes in discussions:
