Because he primarily limits his admin abuse to his preferred area of Power Rangers articles. Most of those editors are fanboys and noobs too obsessed with Pink Power Ranger Girl, or whatever, to have any idea about proper admin conduct. Anyone clueful enough to complain has their unblock requests declined and talkpages protected by the IRC crowd. (SandStein is particularly good for obnoxious unblock request refusals.) When Ryulong has screwed up outside this area (like his blocks of CattleGirl and Videmus Omnia), his defenders have swooped in to protect him. The defense is always "Yes, Ryulong has screwed up but this is really, really the last warning".
