Who has more free time on their hands: persistent sockers or admins?

Admins on one hand spend a lot of time editing WP to get to where they are.

Sockers on the other spend a lot of time making socks to edit WP.

Who is worse?

The socks certainly have the easier (and more fun) time of it. As to asking which is "worse", you're missing the point. It's like asking which is worse in a shell game -- the pea or the shells.

depends on the topic area.

it takes a lot of time and energy to become an admin so i would say on average admins make more time for wikipedia than regular editors.
