This has nothing to do with governance. It has to do with Jimbo finding out who is really reliable and who isn't, and also on taking power away from the ArbCom, which is starting to behave as if it actually had some sort of independence from Jimmy. But mostly it's about Jimmy getting his ego stroked; there will be a lot of that as all the various "syncopaths" (nice term, that) run about trying to convince Jimmy that they should be allowed to serviceserve him in his bathroom.
