Or waste hours of your life talking on IRC. Even that only works if you pretend to be a syncophant... um, I mean "not troll". And if I really wanted to be an admin, I could have done so easily. For that matter, I might not even have had to switch accounts, if I got blocked and then magically changed into a new person.

Process is way too far down in the system architecture to achieve the goal you have in mind.
To achieve a goal, the leadership has to believe in values that the goal strives to enhance. Then the strategies, tactics, policies, and practices have to be carefully designed to further the goal.
Opponents on opposite sides of a chess board have common tools, but competing goals. In an organization, you need everyone subscribing to common values and common goals, if you want them to row in a common direction. It's the role of leadership to set the overall direction.
If oarsmen on opposite sides of a ship are rowing in opposite directions, the ship just goes around in circles.
