The bastard couldn't call it an "advisory council" or a "representative council", he had to use a pretentious term normally reserved to the British monarch's advisors.

Jimbo's made quite a little career out of Larry Sanger's invention. As long a Jimbo hangs around Wikipedia it helps open doors and keeps him viable as a paid speaker. He doesn't have to do much work or take any risks, just keep his visibility up. I'm sure that's not lost on Jimbo. The God complex is something else entirely.

Wikipedia's been stagnate for years; no progress on a quality system, fading editor retention, no improvements in governance, no interesting new projects. This is in the context of the English Wikipedia, where Jimbo spends his time and the other languages emulate. Seriously, how hard would it be to launch a couple of 'research' projects? For example - Give the community a new domain name for stable releases. Use the Featured Article system as a starting point and see if it gains a critical mass of editors. It would cost almost nothing and take little effort. Instead, Jimbo is just riding the gravy train.

I'm assuming that his Pit Privy Council will be appointed solely by him and serve at his pleasure. He will probably allow for the same sort of sham elections that are used for ArbCom, to give the appearance of representative democracy, but he will reserve the authority to appoint whomever he pleases, regardless of the outcome of the elections.

If he were serious, the councilors would be elected in open elections, serve for fixed terms, and be removable only for cause. But he won't do that, because that would amount to an unconscionable intrusion on Jimbo's divine right to rule.
