Guanaco, Everyking, and Karmafist are "unpopular" admins. Any admins who don't agree with the status quo, and are vocal enough about it, sometimes get hitlisted by the Cabal. It's obvious that Raul654 does not think highly of Guanaco. Everyking and Snowspinner Phil Sandifer have been in numerous disputes, and the Cabal thinks more highly of Phil than of Everyking. Look at some of the frequent personal attacks and uncivil statements that Phil makes, for instance. He is rarely ever warned for it, much less blocked.
On the other hand, were another user who was not a lapdog were to make such statements, they'd quite possibly be blocked without warning.
The Cabal makes decisions based on who they like and who they do not. The Cabal likes Marksweep. They do not like Guanaco.

That's because [[WP:BITE]] (Don't bite the newbies) doesn't, in fact, exist in practice, and [[WP:AGF]] only applies to the group that is Cabal-Approved.
As I've said before, there is another corrollary to Raul's first Law.
Raul's First Law Much of Wikipedia's content, and all of the day to day functions are overseen by a small core of the most dedicated contributors. These users are the most valuable resource Wikipedia has. Corollary - Of these highly dedicated users who have left, the vast majority left as a result of trolls, vandals, and/or POV warriors - typically not as a result of any one particular user, but from the combined stress of dealing with many of them. Consequently, such problem users should be viewed as Wikipedia's biggest handicap. Aardvark's Corollary - There inevitably comes a point when those who believe themselves to be in the first group will assume that users who disagree with their actions strongly enough must belong to the second group.
