One of the replies is one of the statements that disturbs me "sadly needed for people who harass others but keep on the right side of policy."
If the person was really violating policy, or WP:HARASS and so on if that is not policy, then they would be dealt with based on those policies. It sounds like statement like these encourage blocking people who have not broken any policy. How can such people be "harassing users"? If so they would fall under some of the policies or guidelines, such as WP:STALK or something.
It's like the whole idea of "civil POV-pushers"- I can see the point but think it would just be used as an excuse to ban people whose views are disliked. People get accused of "trolling in disguise" no matter how polite and well-meaning they are, if others are in that frame of mind.
This is not meant as an attack on any editor at all, as the sentiment concerned is not solely blamed on any one editor, by any means, as far as I know.
