While I see your point, the situation Wikiwhistle described would be "literally" incestuous relative to a situation in which the Arbitrators were mere acquaintances of the petitioners before them, where "incestuous" is often used to mean "unduly interconnected."

I don't believe it correct to say that "incestuous" was devoid of meaning in this context, as Casliber suggested.
