Could swear someone else wrote a similar proposal--which went nowhere.

Ah, I knew it!

Administrator recall (from 2007)

Leifern's AdminWatch (from 2006)

Elonka's recall page (ha ha ha)
....many other admins have such pages--I can't find any that were actually used.....

The essential rules for controlling bad admins are there.....it's just that nobody follows them.

Anyone care to place bets on this proposal coming to anything?
I'll be more positive about it when someone uses it to successfully
remove a really famous abusive admin. (cough-Jay-cough)
