Leaving aside the question of whether US Code Section 701 is "immoral, unjust, unconstitutional, or unreasonable," we have the core criteria for conscientious civil disobedience. (Not that Godwin's cheeky message was entirely civil, but tweaking the nose of a tyrant is not a crime (any more) in this country and in this day and age.)
The more interesting issue, as I see it, is the issue of best practices for engaging in civil
disobedience in the face of an unjust statute or unjust action by a tyrannical bureaucracy.
