This is worth looking at, but I think there may be some incomplete understanding of the AFD process and how it has changed over time. For example, the finding that most AFDs are closed in under a week is likely more representative of the previous guideline of leaving AFDs open for 5 days than a reflection of how contentious they were. I haven't had a chance to contact the authors yet - if someone does, let me know.
