Due to the continued shameless hypocrisy of the Arbitrators in these
matters (see "Krimpet" who wasn't even "admonished", and remains a
sysop even after outing at least three contributors), and having
pieced together the account history earlier this week, I circulated
Mr. Bailey's account history and real world identity around the
Wikiverse.
I don't agree with ArbCom as brokers of pseudonymity, a right to be
given and defended if Arbitrators such as "Risker" like you, and
aggressively violated if they don't. If I discover that someone is
specially favored by Arbitrators in this respect, I'll do my best to
undermine it.
Additionally, I will shortly submit to Daniel Brandt the identity of
one hitherto-pseudonymous Wikipedia administrator who helped troll Mr.
Peters off of Wikipedia.

Hi Jason,
I just forwarded your identity to Daniel Brandt. Most immediately,
this is due to your block of Ottava Rima's email function, and
previous poor treatment of Ed Buckner. More broadly, it is part of a
general campaign to identify Wikipedia administrators. The reason I'm
doing this is because "Krimpet" and ArbCom outed me, and brushed aside
my subsequent complaints. When I finally decided to take justice into
my own hands, identifying "Krimpet" in turn, I was summarily banned.
To protest this continuting injustice, I've publicly identified or
helped to identify dozens of Wikipedia administrators, and intend to
name many more until my grievance is satisfactorily addressed and
resolved. The Arbitration Committee is well aware that they could have
guaranteed your pseudonymity, as well as that of many other Wikipedia
administrators, simply by apologizing and making amends for its
unprovoked aggression; they chose not to do so.

Trying to get Usher to stop or Brandt to remove names is like trying to collect a million dollars from James Randi.
And since when we have been providing guarantees to pseduonymity? If we were providing insurance for pseduonymity, we'd have gone belly up by now.

Usher has retired from outing/harassment before. His "away cycle" can be hours to weeks. But he always comes back because he is obsessed and CAN NOT stop.
Usher has never been able to stop for long enough for us to even seriously consider a ban appeal as a way to bring him back into the fold. (Based on his demands for a new account approved by ArbCom that was unlink to his old one, I do not think that a return was ever a viable option.)
The best suggestion is for everyone to stop talking to him because it feeds his obsession. But unfortunately the dynamic in this situation is such that there is always another person geting involved because people like to be in the know; and because people want to find a solve the problem and think that they might be the one to figure it out.
In my opinion, the best that we can do is damage control by 1) giving the person outed information about Usher so that they can take measures to protect themselves and they family/friends and employer. 2) as quickly as possible shut down the discussion on ArbCom-l so that Usher does not control the Committee's agenda.
